About the Developer Portal
The Developer Portal of the Velocity Interoperability Network is the single point of reference for developers building or maintaining systems that connect to the Velocity Interoperability Network. It publishes the standards that member systems are expected to implement, keeps the catalogue of interfaces exposed by Network services, documents those interfaces and records the declarations by which member organisations state what their systems conform to.
The Developer Portal was established on 6 September 2026. On the same day it issued the first five standards of the VIN series at Version 1.0, opened the API Catalogue with six entries, published documentation for the four interfaces then available and set out the procedure for declaring conformance. Standards are published in a single numbered series and revised by version; interface documentation is added as each interface is made available.
The Developer Portal is a Network service, not a department. It does not operate the interfaces it documents, which remain the responsibility of the Member Registry, the Identity Service, the Status Service and the Official Register that expose them; it does not test systems for conformance; and it does not decide which organisations may connect to the Network, which is a matter for the Member Registry. Its authority is over the text of the standards, the contents of the catalogue and the record of declarations.

Responsibilities. The work of the Developer Portal falls into six areas.
- Publishing standards
- Issuing each Network standard in the VIN series at a stated version, publishing corrections and revisions as they are adopted, and reviewing each standard on a fixed annual cycle.
- Keeping the API Catalogue
- Recording every interface exposed by a Network service, assigning its identifier, and entering each change of version, status or provider on the day it takes effect.
- Documenting interfaces
- Publishing, for each available interface, its operations, the fields of its records or messages, its error conditions and the history of its versions.
- Recording conformance
- Receiving declarations of conformance from member organisations and recording the version to which each refers. The Portal records declarations; it does not test systems.
- Managing versions
- Applying the rules on version numbers, notice periods and the validity of earlier versions, so that no standard or interface changes without warning.
- Maintaining the vocabulary
- Keeping the Glossary of terms used consistently across the standards, the catalogue and the interface documentation.
